If I am not staying at the Hapuna Beach Hotel can I still go to there beach for the day and eat and drink there.If they will not let me in any suggestions on a beautiful beach to spend a few hours with drink service and chairs?

The beaches are public here and you can eat/drink at any hotel establishments even if you are not staying there. However, you can not use the beach chairs or lounges if you are not staying at the hotel.

to continue... the hotels will not serve you drinks on the beach as it being a public beach, is against the law to drink on... even in front of a hotel. Blue crystal at the Sheraton and the Outrigger have bars that are over water or directly on the lava cliff/.. While not on the beach they offer some great table service on the water Jamesons, Huggos, even Bubba Gumps and Kona Inn

Take your cooler and beach chairs to any public beach you like. Pack non-alcoholic drinks, though. Other than being illegal, it is unsafe to drive back home on these roads unless you are alert. There are places where if you go over the edge you may not be found for awhile.
Coolers also make pretty handy luggage. They are really durable, crushproof and easy to spot on the luggage carousel at the airports as well.
