Hi,
In response to your query, it would help to know how old your kids are. Both locations are fabulous, but they both offer a different feel. The Kapalua area is very, very touristy, which has its appeal for some. For me, however, I would prefer the Wailea area for just the above noted reason...it%26#39;s not quite as touristy.
You can snorkel and surf and body board at both locations - the difference is snorkeling at black rock in the West (Kapalua) you float amongst a hundred other people and, while you will see lots of brightly colored fish, the atmosphere of dodging bodies while you swim detracts. Turtle Bay in the North (Wailea) on the other hand is nowhere near as crowded and, as one can imagine from the name, the turtles are plentiful.
There won%26#39;t be much difference in the weather in either location - both should be lovely in March; sunny and warm.

We%26#39;ve been to Maui twice and what we%26#39;ve heard from others and experienced ourselves is that often when it is raining elsewhere on the island, it is dry in the Kihei-Wailea area.
